The current Emergency Manager/911 Coordinator is Jess Earle. Jess has been with the county since 2015 and has a Bachelor of Science in Emergency Management and is currently working on her Masters in Emergency Management from Arkansas Tech University
As the Emergency Management she performs the following duties:

Provides a countywide system for effective mitigation, preparation for, response to, and recovery from, manmade or natural disasters.

Prepares and maintains a plan which provides for:

  • Alerting and informing the public
  • Assessing the situation
  • Activating volunteers
  • Supporting emergency response
  • Restoration and recovery

Emergency management has an important role in both emergencies and non-emergencies. During an event, emergency management is the coordinating entity between emergency responders, the state agencies, and federal agencies to ensure that resources are where they are most needed. Keeping the public informed on impending events by sending out code reds and keeping up a social media presence, and what to do post event, activating volunteers, and monitoring the situation are other duties that may occur before, during, and after an event.

 Pre/post disaster, the role during non-emergencies is rather extensive. There are grants that the federal government offers that can be applied for depending on the criteria, there is public assistance post event that needs to be managed, and mitigation planning to reduce the impact a disaster has on a community.

Grants that Foster County is currently working on include: Outdoor warning sirens under the Hazard Mitigation Grant Program (FEMA), updating the Multi-Hazard Mitigation that is due October of 2015 in order to be eligible for federal funds, this is also under the Hazard Mitigation Grant Program through FEMA. Foster County has applied for several grants under the Department of Homeland Security for emergency responders.

County 911 Coordinator: Duties and Responsibilities

  • The County 911 Coordinator is responsible for the keeping the 911 data base
    current. The 911 Coordinator should provide timely updates of the counties 911
    data base telephone information to State Radio by the most efficient method.

  • The County 911 Coordinator should be the county representative for all the 911
    responders, fielding all 911 issues from the public, the county responders, or from
    the dispatch center .

  • All changes to a 911 responder's notification process such as paging, telephone
    number, or status should go to the 911 coordinator who has the responsibility to
    disseminate the change/s to the dispatch center, and all necessary entities requiring
    this type of information.

  • All requests from county responders for incident recordings, or information
    pertaining to a call, should be made to State Radio through the 911 Coordinator .

  • All mutual aid requirements from surrounding counties where counties share
    responders should be part of the 911 Coordinator's information package. This
    information is necessary for using the correct emergency responder, and is to be
    part of the 911 data base.

  • The County 911 Coordinator should be a member of the North Dakota 911
    Association and attend the meetings keeping informed and current of what is
    taking place with 911 in North Dakota.

  • The County 911 Coordinator should work closely with State Radio in the area of
    county mapping to ensure that the state has a uniform mapping program and all
    counties are using a standard when mapping becomes an integral part of 911 and
    the efficiency of a response.
